Freddie Fish is not stranded. That is the first thing to understand about him, and the thing everyone gets wrong. A fish in a city in the sky looks like a mistake until you watch him move, and then it is everyone else who looks like they are wading.
Low Orbit City has weather the way an ocean has weather — the air turns over, the light shifts, the streets fill and empty on a schedule nobody publishes. Freddie is the only one who reads it. He does not hurry and he does not fight it; he finds the current already going where he wants to be, and joins it.
Ask him for directions and he will tell you about the tide instead. He is never lost, which is not the same as always knowing where he is. Freddie simply trusts that the city is going somewhere, and that going with it is the whole trick.
Freddie Fish isn’t out of water. The city is his water.
